Hi the CDC has a hotline to call for shellfish problems 800-553-4133. if the red tide does contain poisons they get concentrated in the lobster liver. Your safe if you remove the tail and only cook the tail. The problem with red tide is the vis is too bad to find bugs. these books give the best info for finding bugs: Best California Beach Dive(at most dive shops), California Artificial Reefs(at Turners and the DFG website) and finally Santa Monica Dive Log by Otto Gasser( at Amazon) gives alot of good beach dives but the GPS coordinates are usually wrong, just use the maps. To be successful getting limits you need a spot with alot of bugs. Up until the December storms arrive I do best at the spots 30' or less especially Santa Monica, Marina Del Rey and Redondo breakwaters. Todays daytime limit came from another spot in Ottos book...Good Luck
