Spearfishing Permits is it legal?

I heard it is illegal to spearfish permits and african pompanos but in some waters in Florida it is illegal. Can someone clarify which waters it is allowable to spear them?

I am sorta new to freediving and many have mentioned a freedive course for safety and of course for freediving techniques. A few friends have taken different courses, and breathing methods...
