I think those numbers are fairly close to correct. Remember, just because a commercial boat lands in Florida (eg. Mayport) does not mean the fish (federal) are all recorded from offshore of Florida....

I think this is one change that we should pursue for a couple of reasons:
1) Is a discriminatory rule in regards to spearfishermen.
2) No real biological reason for a prohibition.
