The only reference to kelp was Laguna, one of the beaches I was thinking of while typing this was shaws cove, many divers can probably remember that in the year or so before the ban and for several...

I really dont see why. I am merely sharing my observations and concerns. I do have a fairly limited scope and hopefully what I am describing is only a local problem that few other areas experience....

I have been thinking of fishing regulations that should be put in place, or regs that should be modified or removed. I would like to see if anyone felt the same way or had their own ideas....

Thank you everybody! And moteman, I am using two 16 mm bands and the shaft has gone through a halibut and then halfway into the sand, I think I'm going to downsize them because it seems like overkill...
