Well, I don't know where you are in SoCal, but here in San Diego, the kelp beds and reefs off of La Jolla and Point Loma are popular spearo spots; but you're going to have to look around to find a spot that isn't under intense fishing pressure.

As for fish to spear, Sheephead and Calico Bass are popular as game fish but the real spearing comes in the form of the White Sea Bass and Yellowtail, which can grow to be quite large.

A good beginner pole depends on your target. For the smaller fish (<10lbs), you want something quick. Any cheap 5' or 6' fiberglass polespear with a three-prong will work; you can pick them up at most any dive shop. Or, you can step it up a bit and get a Gat-Ku, one of the fastest spears around. For bigger prey, the Ray Odor pole spears with floppers or slip-tips are a good choice. They're strong, powerful and relatively inexpensive.
