what part of of that dont you understand . if some enviro comes up to me and stops me to say that i am diving a reserve (when im not ) and threatens to call fish and game , lifeguards , cops . that " impedes, hinders, or obstructs the lawful pursuit of any of the above-mentioned activities" , also read the part about "not limited to"
