FWIW, I notice that a lot of the hostility directed at my post seems to derive from the issue at CP in La Jolla. This thread, on the other hand, was about a busy-body in Santa Barbara claiming there was a reserve where there isn't. Totally different things.

If someone at CP La Jolla is actually blockading your beach access then you are certainly in your rights under DFG 2009 to ask for enforcement.

the situation of enviro's lying about reserve locations is happening up and down the coast... much due to the creation of these community "enforcement" groups that are being built by larger environmental organizations in the attempt to "help" the DFG enforce these closures that all along everyone knew would be impossible to do since the regulations are so ass backwards and inconsistent.
First these kooks bought the process... changed the rules and are now trying to take over enforcement as much as possible as well. They can suck it!
And while we're at it... oh WOW... could it be? the authorities have found enough evidence of corruption from those involved with driving the MLPA's that were recently implemented! Wow, potential proof that the process was corrupt... wish I could say I was surprised...

Any harassment which is meant to deter you from fishing or hunting is just that; illegal harassment.

OK while at the FGC meeting yesterday I took the opportunity to ask this question to some high ranking wardens.

They suggested the following:
Politely advising the individual that you are not in an MPA.
Do not create a confrontational situation with the individual
Report the encounter to Cal-Tip.

Please note the possibility a warden will arrive at the situation due to other stuff they are handling may be slim however they do use the information to see trends where this is occuring so they can focus patrols more in those areas to possibly prevent it in the future.
