BIG question is will it be cost effective.Anything is possible with enough money thrown the right way.
Solar and wind power are not unless you are on a boat in the out Islands and have no choice.Then you pay big time to possibly have some ice for your rum and coke and run some fans.If you ever have drank warm rum and coke or orange tang you appreciate a solar panel on a boat for the freezer

A lot of technical issues could be eliminated if the units were located on shore and the water brought to them. Better still, locate them on the great lakes and eliminate all the downsides of salt water. To start with, the article doesn't mention that when you electrolyze salt water you make hydrogen and oxygen, but you also make chlorine , and sodium hydroxide. Hmmm, wonder why that wasn't mentioned. He doesn't mention compressing and liquifying the hydrogen, which takes way more energy than it does to produce it electrolytically. Why would you vent the oxygen? You have to get the hydrogen in a physical state and place where it is useful anyway, wouldn't you want to capture the oxygen so you could use it to defray the cost of this monstrosity? Academics, you gotta love 'em, bless their hearts.

Like Ben said, that gang of facts is brutal, and there's so much more.

I built a fuel cell for a high school science project a l-o-o-o-ong time ago and since I needed hydrogen for the fuel, I just made it by making an electrolytic cell strikingly similar to the one in the article--- in 1965! Producing the hydrogen and oxygen on only one side of the cell is a new wrinkle, but the concept has been around for quite a while. Keep chasing the numbers, Professor, you've got a long way to go.
