Please keep in mind, if you email your comments, you will receive an auto response indicating they received it. In my experience, that doesn't mean they actually read it. I sent a note in December 2009 letting them know about a couple of shipwrecks in the Crescent City area, even provided them web links to the historical significance of the wrecks (Queen Christina & USS Emidio), but when the new profile came out - they were not noted. Public comment on public record may be the ONLY way to have it truly noted.

What: Request for new information and/or comments on the Regional Profile of the North Coast Study Region (California-Oregon Border to Alder Creek in Mendocino County) for discussion during the MLPA Blue Ribbon Task Force meeting on May 3-4, 2010

When: Submissions are requested no later than April 19, 2010 for compilation and distribution to the MLPA Blue Ribbon Task Force. Members of the public submitting information and/or comments in writing will also have the opportunity to provide verbal comments directly to the MLPA Blue Ribbon Task Force during special public comment periods at the May 3-4 meeting.

Where: The regional profile is available to view in two ways:
1. Immediately available for download on the MLPA website at http://www.dfg.ca.gov/mlpa/ncprofile.asp
2. On CD by contacting the MLPA Initiative office (MLPAOffice@resources.ca.gov or 916.654.1885)

How: The public is encouraged to review the regional profile and submit written comments. Key information to include when submitting comments:

· Identify the specific section(s) on which you are commenting and/or providing supplemental information
· If you wish to provide verbal, in-person comments at the May 3-4 meeting

The California Marine Life Protection Act (MLPA) Initiative has published the Regional Profile of the North Coast Study Region (Alder Creek to the California-Oregon Border) at http://www.dfg.ca.gov/mlpa/ncprofile.asp, which provides background information to be used during the MLPA Initiative’s marine protected area planning process. The MLPA Blue Ribbon Task Force (BRTF) has allocated part of its May 3-4 meeting to receive feedback from the public on the content of the regional profile.

North coast communities and members of the public are invited to review the regional profile and provide new information and/or comments that would help inform marine protected area planning, address inaccurate data or statements, and/or highlight important information already included within the regional profile. The BRTF will receive comment on the regional profile by section; therefore, commentators should clearly state to which section of the profile their comments relate, so the information can accurately be brought into the discussion at the appropriate time during the meeting.


All new information and/or comments provided for the May 3-4 meeting will not be incorporated into the regional profile, but rather will be compiled into a “regional profile pubic comments” document. This information will be distributed to the BRTF, MLPA North Coast Regional Stakeholder Group, and the public through the MLPA website. Content of submissions will not be edited, so please be sure to submit information as you would like to see it printed in the compilation; clearly define any terms, abbreviations or acronyms with which the general public may not be familiar. Please provide references to support statements whenever possible.

Members of the public who submit written comments will also have the opportunity to provide verbal comments during the May 3-4 BRTF meeting. Speakers will be identified in advance of the meeting, and spokespeople for common topics will be identified. When submitting comments by April 19, please indicate whether you would also like to provide verbal comments to the BRTF during its May 3-4 meeting. There will be a general comment period for members of the public who did not submit written comments; their speaking time may be less than that allocated for scheduled speakers.

Get involved with the Marine Life Protection Act

The Marine Life Protection Act (MLPA) is well underway on the north coast and we want to make sure you have the opportunity to get involved. This month, April 20-21 in Ft. Bragg, there will be a meeting of our Regional Stakeholder Group to begin mapping our coast with marine protected areas and you can have a voice in the process! Don't hesitate!!

You can submit your public comment letter regarding the MPA arrays to the MLPA Initiative Team by sending an email to MLPAComments@resources.ca.gov. The emails you send are sent to the 34 stakeholders in our region (Alder Point near Point Arena to the Oregon Border).

Hello Divers,

I think I got at least 6 emails all containing the same article and YouTube video link, maybe you did too about David Gurney's attendance at our last NCRSG meeting. Needless to say, our 'work group' meeting, April 20-21, held in Ft Bragg had some additional controversy. Our next meeting will be held in Crescent City - May 19 another public no webcast, no public comment 'work group' meeting and May 20 public, webcast, public comment. Come join us for more excitement!

Our last meeting we were split into two 'gem' groups - Ruby and Sapphire. I am in the Sapphire group. To the MLPA-I Teams credit, they didn't divide the group into extremes, having a more balanced user group base so hopefully there will be more collaborative, not divisive, efforts. Each 'gem' group selected Co-Leads.

Co-Lead Roles and Responsibilities

1)report back on the efforts of your work group to the full NCRSG, the BRTF and SAT as requested.
2)Serve as a point-persons for coordinating within your work group. Co-leads should serve as a role model for striving for integrating multiple interest and help to build bridges and creative ideas between divergent viewpoints. Co-leads should also help to organize interim work group meetings, as needed.
3)Assist I-Team with quality control of data inputs into MarineMap. This will occur at the end of Round 2. The work involves reviewing the proposed MPAs and serving as point person to compile comments frpm work group members and relay those comments to I-Team staff.

Objective criteria for selecting Co-Lead
1)Willing and able (have the time) to take on the roles and responsibilities described above.
2)able to accurately and in a neutral and balanced manner repoprt on the work and accomplishments of the work group to the full NCRSG, BRFT and/or SAT as needed.
3)When making these reports, be able to integrate and explain multiple interests and points of view.
4)Have a good relations with a range of members in the work group. Co-leads need to be trusted and respected by their fellow work group members to accomplish their role.
5)Ideally, each work group would have co-leads representing a cross-section of interests in the work group.
6)At least one co-lead should be adept at MarineMap.

I am humbled there were quite a few nominations for me to be a Sapphire Group Co-Lead. Thank you for your confidence! Then again, the facilitator didn't ask for objections to the nominations... Sharing Co-Lead with me is Bill Lemos (NRDC) and John Dixon (Coastal Commission).

Subsequently, each 'gem' group has several sub groups to address MPA's in different parts of the region. Punta Gorda (bio-region divide area) being in the forefront to address. I am the Sapphire Lead for that group. We hope to be meeting with the Ruby group, reps from the Shelter Cove area and reps from the Mattole/Petrolia area in the very near future.

Mapping efforts were, to quote another stakeholder, at glacial speed. Basically, we had very little concrete progress. We only have one more 'work group' day - May 19. So, between now and then, we will be working on mapping.

I really would appreciate it if you all can take a look at the external arrays on MarineMap. http://northcoast.marinemap.org/ NONE of these are set in stone, but they are our launch points for discussion. Your input is important!! I want to hear from you!! NCRSG_2010@yahoo.com

NCRSG Meeting Formats

Public Meetings: The majority of MLPA North Coast Regional Stakeholder Group (NCRSG) meetings will be formal, public meetings (also known as "plenary" meetings). Public meetings include all members of the NCRSG and contain updates on the MLPA Initiative process, scientific and informational presentations, and NCRSG discussions and decisions. NCRSG members will present their draft and revised MPA proposals at public meetings. Public meetings are simultaneously webcast. Audio and video archives of the meetings will be available on the MLPA website a few days after each meeting. Additionally, DVD copies of the meetings will be available at some local libraries, California Department of Fish and Game offices and tribal offices. All public meetings of the NCRSG include a formal public comment period.

Work Sessions: Some NCRSG meetings will be informal work sessions. Work sessions provide NCRSG members with focused, face-to-face opportunities to pursue their charge of developing alternative MPA proposals. NCRSG work sessions are not formal public meetings and are not videotaped or webcast. All work sessions are open to members of the public, who may attend as observers; while there is not formal public comment, there are informal opportunities for the public to share their perspectives with NCRSG members and MLPA Initiative staff. To help create a "safe space" for NCRSG members to explore possible MPA ideas, the public will not be permitted to videotape, take pictures or audio record the work sessions.

Accredited media interested in covering a NCRSG work session must receive prior permission from the MLPA Initiative media relations team. Contact the media relations team.

The California Marine Life Protection Act (MLPA) Initiative has recently assessed the guidance and evaluation methods for addressing Goal 3 of the MLPA in the MLPA North Coast Study Region:
Goal 3: To improve recreational, educational, and study opportunities provided by marine ecosystems that are subject to minimal human disturbance, and to manage these uses in a manner consistent with protecting biodiversity. (California Fish and Game Code, Section 2853)
Staff considered lessons learned from previous study regions in an effort to better align the Goal 3 evaluation with evaluations conducted by two state agencies, the California Department of Fish and Game and the California Department of Parks and Recreation. As a result of this assessment, staff has produced a Goal 3 guidance document (see attached) that outlines the key considerations when designing marine protected areas relative to Goal 3 and the expected evaluation approach. The guidance is not inconsistent with how Goal 3 has been addressed in previous study regions; it describes important elements of Goal 3 and clarifies how to address all the components of the goal in marine protected area planning.
North coast communities and members of the public are invited to review the Goal 3 guidance document and provide feedback. Public comments received by May 13 will be incorporated to the extent possible into a revised version of the guidance document.

Marine Life Protection Act Update

The Marine Life Protection Act (MLPA) is well underway on the north coast. Currently, the Regional Stakeholder Group, a group of tribal citizens, fishermen, environmentalists, and other coastal users from northern Mendocino, Humboldt and Del Norte counties, are meeting to begin the design process to produce maps of protected areas off the north coast.

Recently, work groups of the MLPA North Coast Regional Stakeholder Group (NCRSG) came together for their first work sessions and began developing Round 2 draft marine protected area (MPA) proposals. The NCRSG members were equipped with the MLPA Master Plan Science Advisory Team (SAT) evaluation of “Round 1” external proposed MPA arrays, along with important guidance from the MLPA Blue Ribbon Task Force and feedback from the California Department of Fish and Game (DFG), California Department of Parks and Recreation (State Parks), and MLPA Initiative staff. While many of the stakeholders worked together during the development of Round 1 external arrays, these work sessions marked the launch of the NCRSG MPA planning process where NCRSG members began to work together, as a formal part of the MLPA Initiative, to integrate the diverse range of interests represented on the NCRSG, consider external arrays, and incorporate valuable public input – into this phase of MPA proposal development. I have encouraged NCRSG members to balance important tradeoffs while striving to meet the important guidelines, and achieve broad, cross-interest support. The cross-interest deliberations began at the first work sessions on April 20-21 in Fort Bragg and will continue during the next work session and meeting May 19-20 in Crescent City. I invite members of the public to provide the NCRSG with specific feedback – whether in person or via email, mail or fax – on the components of the draft MPA proposals that you support or do not support, and why. Please also consider how the proposed MPA proposals, and your comments, help meet the goals of the MLPA. This valuable public input will assist the NCRSG during the final round to develop strong cross-interest proposals.

Blue Ribbon Task Force May 3-4, 2010 The MLPA Blue Ribbon Task Force (BRTF) held its fourth meeting in Crescent City on May 3-4. During this day-and-a-half meeting, the BRTF received an overview on changes to the regional profile of the MLPA North Coast Study Region. The public and California tribes and tribal communities were also invited to provide the BRTF with any new, missing or inaccurate information specific to the profile. The BRTF also reviewed eight "Round 1" external proposed MPA arrays submitted by north coast community groups and received the evaluation results of external arrays from the science advisory team, DFG, State Parks and MLPA Initiative staff. Following review of the Round 1 external MPA arrays, the BRTF reaffirmed its guidance to the NCRSG for developing “Round 2” draft MPA proposals:
MPA proposals should meet the science guidelines provided in the MLPA, in the California Marine Life Protection Act Master Plan for Marine Protected Areas, and by the science advisory team MPA proposals should have a backbone of MPAs that have a very high or high level of protection (as assigned by the science advisory team), including some state marine reserves The NCRSG should generate a range of MPA proposals in Round 2 and strive for cross-interest support in their MPA designs The NCRSG should consider unique aspects of the study region, including weather conditions, safety concerns, existing fisheries management measures, and aspects of local economies, while still meeting the science guidelines Stakeholder input and local knowledge is important, and should be used to supplement the best readily available scientific information In addition, the task force directed the MLPA staff to provide a written memo to the NCRSG that clarifies BRTF guidance regarding developing draft MPA proposals in Round 2. During its discussion regarding Round 2 guidance, the task force discussed traditional, non-commercial tribal uses of marine resources in the MLPA North Coast Study Region. The task force will meet on Monday, May 17 via teleconference and webinar to continue its discussion on this issue and provide further guidance to the NCRSG and SAT specific to tribal uses. During the afternoon of May 4, the task force participated in a field trip to Smith River Rancheria, Pelican State Beach and Point St. George. North Coast Regional Stakeholder GroupApril 20-21, 2010 On April 20-21, work groups of the MLPA North Coast Regional Stakeholder Group (NCRSG) held their first work sessions in Fort Bragg. During these work sessions, NCRSG members met in their respective gem groups (Ruby and Sapphire) for two all-day work sessions to begin designing cross-interest draft MPA proposals. A tremendous “thank you” to more than 100 members of the Mendocino County community who contributed to a fabulous potluck on Monday, May 19 at the Caspar Community Center.
The NCRSG work groups will continue their MPA planning discussions in work sessions on May 19. An NCRSG meeting will be held on May 20, during which NCRSG members will complete their preparation of draft MPA proposals to be forwarded for Round 2 evaluation and public input.

Public Meetings All meetings are open to the public and are also simultaneously webcast on the day of the meeting (field trips not included); meeting details are available on the MLPA website. Open houses and workshops are generally not videotaped or webcast. Work sessions are not videotaped or webcast; click here to learn more about NCRSG work sessions. To the extent possible, public participation locations are also set up in at least one other city within the study region (Crescent City, Eureka and/or Fort Bragg) to provide members of the public with a stable Internet connection for the webcast and the opportunity to provide comments during the public comment period(s).
