Or, you could just tie the rope to the belt centered (roughly) between the weights while still on the belt. Like YSJ and others are saying, it ain't rocket science, and doesn't have to be any special material. I use to use a boot lace (shoe string) when I wore an elastic belt. But, since I've changed to a rubber belt I find it stays in place without need for a crotch strap. I wear 10 lbs on my belt with my 3 mm suit, and additional weight via a vest when I wear my 5 mm suit.
Another idea you guys might try (if wearing a two-piece wetsuit) is to carry a spare band around your waist between your pants and top. Assuming your waist size is larger than your shooting band length, untie the replaceable wishbone from one side and use a piece of hair bungee to hold the band together so it fits comfortable around your waist. Position the spare band just above where you wear your belt.

I made a inner tube weight belt using soft shot which works well. I used mountain bike tubes, one containing the shot and then slid the whole thing in another tube so it is double thickness for abrasion resistance etc. I use a quick release link and brass o ring for the buckle. It weighs 4 Kg and needs a crotch strap to keep it from falling up () the body when diving and it works for me. I also use ankle weights and a homemade back pouch.

I used 1mm neoprene and it worked wonders. Just find an old, sun bleached 1mm wetsuit and use inside of the sleeves. I found a tilos model with the titanium on the inside. The carefully warm it with a heat gun to mold it in place.
