National Standard 2 proposed rule

This was all mandated by the MSA Reauthorization Act of 2006 signed by Bush in 2007. Depending on the "peer review process" and how "accurate" the data is this may be a good thing.

NMFS is trying to fine tune how "best science" is implemented. The rule isn't revolutionary but is relevant to those who are interested in the PROCESS.
