One Positive Result from the Conception Disaster

...Hindsight is better than no sight. It took the Conception fire to prod Congress into action to change outdated maritime safety laws. Contrary to popular belief, the Coast Guard cannot make new laws. They can only inspect, make suggestions and order compliance with the laws that are in effect.
...The Conception fell into a slot of old laws, wherein, they were exempt from requirements placed on newer passenger boats. No one could foresee the rapid expansion of modern technology and use of a new type of battery that can explode.
...From fatal events, new laws are born. Congress is now in the process of passing new requirements on all passenger boats that require two exits of adequate size (old laws did not foresee all the fat people in our population today), fire alarms, fire suppression systems and electrical system limits on battery charging. We may never know the exact cause of the rapidly moving fire, but, all evidence points toward lith batteries exploding and could explain why none of the passengers awoke in time to make an escape effort. The toxic fumes from the batteries might be the reason...I believe the new law will also require that at least 2 crewmembers be on watch at all times...
...This will not be the last maritime disaster. If you have no fear of the ocean, then; you belong on land....

...I would be willing to pay the cost if I know I am on a safe boat (as safe as boats get, anyway)...Their insurance coverage has probably doubled. Add in the cost of remodeling older boats to meet the new law, plus, probably adding another crewmember to stand watch and the profit margin dims considerably.
...By owning boats over the years, my cost for fish by the pound is probably about $200 a pound...Every year, my wife reminds me that for what I pay to own a boat, I could take 2 long range trips plus fish or dive on a charter boat twice a month! She is right...From a monetary perspective, going on someone else's boat is a bargain!!....and, lots of days saved when you don't have to spend a day getting the boat and gear ready, then, another full day to clean up said boat and gear afterward....Boat ownership should be classified as an incurable disease....

33 divers plus 5 crew is just too much even for a 70' vessel like the Conception. I never liked cattle-boat diving, when I was scuba diving 30 years ago. I hope the new rules help avoid tragedies in the future.

Two independent exits seem to be on the cards, one of the problems with Conception's design was both exits were compromised due to insufficient spatial separation of where you ended up.
