No, that's why I don't think this is a big deal at all.

It only mentions changes in State Waters so I take it that would mean rec guys still get 10 per person which in Federal waters, which is way too much.

It seems like they hit both Commercial guys and Rec guys with the same force in state waters so I don't know what you're so upset about.

Maybe because I dive in State waters a lot and it would impact my bag limit and would have near zero impact to the commercial sector. Seem fair?

Who will feel the impact of this proposal?

How does it have no impact on the commercial sector when during the spawn we are only allowed to catch as many as rec fisherman (who will have more people on there boats anyway, and more boats out in general) and the rest of the year have a 300 pound limit?

To answer your question it impacts EVERYONE who fishes in state waters. Hell, you might even be the winner out of all this if the commercial guys get up and leave state waters because of the restrictions.
