No, that's why I don't think this is a big deal at all.
It only mentions changes in State Waters so I take it that would mean rec guys still get 10 per person which in Federal waters, which is way too much. It seems like they hit both Commercial guys and Rec guys with the same force in state waters so I don't know what you're so upset about.

To answer your question it impacts EVERYONE who fishes in state waters. Hell, you might even be the winner out of all this if the commercial guys get up and leave state waters because of the restrictions.
