That is how we did it when I grew up on the Outer Banks. However, I bet the minimum size is larger know so you have to find the big ones in deep water. I think the minimum in NC when I was a teenager (35 years ago) was 12. Now in NJ I know it is 18. They don't have much flounder in the Keys, so I never run across it anymore.

Limits and length just changed here in alabama gulf. Recreational is 5 fish each 14 inches.

Our commercial was unlimited at 12 inches now its 40 fish at 14 inches
