Those coordinates, according to my charts, are in 2-3 feet of water and very close to shoal markers and navigational markers, at least on my charts. That area around the southern tip of Anclote can get VERY shallow.

Yeah, it looks like it's the south side of the island by/in the channel. I'm just relaying info. That boat is in water deeper than 3 ft.

I doubt he was in "12 feet of water" when he actually hit it.

Here's what the coordinates convert to.

Degrees Lat Long 28.1522833°, -082.8401500°
Degrees Minutes 28°09.13700', -082°50.40900'
Degrees Minutes Seconds 28°09'08.2200", -082°50'24.5400"

I don't have a chart overlay, but you can see the point is pretty darn close to a couple markers. You can see the shadow of the marker in the closeup pic. I wonder if maybe the marker had broken off recently and he hit the submerged part?

boat is definitely deeper then 3'. But he was also probably doing 60 when he nailed it and it didn't stop him on the object. I do believe this object is on charts and local notice to mariners the coast guard puts out.
