Is the loss in strength after one hour loaded permanent, or is that something that is restored after the band is relaxed?

Generally speaking, yes. The degree to which this is so depends on the tensile modulus (stretchiness) of the rubber and the length to which you are stretching it. The advantage of this take on the "mean green" is that you can purportedly stretch it to 380% vs. 350% of its unstretched length without incurring a significant degree of damage to the macromolecular bonds that give it its stretchiness. Hence, it would be a high modulus rubber.

Most "regular" rubber, if stretched to 3.5X its original length, will be permanently altered after any period of time; however, not that much damage will have been done, relatively speaking, in that a subsequent "soaking" period and discharge should result in roughly the same amount of force being imparted to a spear. (Obviously, and with constant use, the amount of power it imparts is going to drop over the life of the rubber). If stretched to 4X its length for that same period, the damage will be more substantial, resulting in a more significant decrease of power.

The testing we performed was on one hour constant. Naturally the power would be restored after relaxing. The answer we don't have is how long after.

It's the best rubber we've managed to get our hands on hence why we've had such trouble keeping it in stock. Now if only we could keep it in stock everyone would be happy.
